What about Bottom Rust protection?

Hello all,

I just have my '98 discovery tdi. It is in good condition and has 70.000km's. When I look at the bottom I see rust at the bottomwork. I don't see any protection against rust. Should this been done at delivery, fabrique, is it guarantee, or owners-users risk?
