I have been told that it is proper to get your rotors machined every time you do a brake job. Is that really the case, if not how do you tell when it is appropriate?

No , dont cut em each time. Cut em when they arent true any longer...

The steering will shake when you apply the brakes... its fairly obvious..

OK, so I am all good, well except for one.
The left rear is grinding metal to metal, the surface has been eaten up. I obviously have to cut that one, so do I have to cut the other side too??

Bill, FYI....
Disco rotors don't have a lot of extra "meat" on 'em....
if you've got any real miles on 'em at all, it'll probably end up being such that it'll take them past allowable tolerances to turn them, so you'll probably be looking at a new rotor.
And, if you're putting on a new rotor on the left rear, better put a new one on the right rear, too...
IMHO, YMMV....

That one will probably have to be replaced. Rover rotors don't have much tolerance (if any) to be machined.
