Why are the hood blacked out? Does ity help reduce glare from the roof rack mounted lights? If so, does it make a big difference on a white disco?

Get it painted, the stickers crack...costs about the same...

The hoods are blacked out for glare from sun, snow, etc. as well as the roof mounted lights. If you've seen the glare from some roof lights, you'd understand.
