Code 1562 when it's cold outside

Im getting a weird issue on my 02 DII lately. Maybe once every two weeks when it?s cold I'll get a 1562 code which also limps the engine etc. I'll shut the car down and then start it back up and it's fine. I also occasionally have the same issue with the battery light. I tested the battery and it's a full 12v with the car off and just over 13v when at idle.

Any ideas what might be the issue?

Clean all the ground wires, esp. the battery ground to chassis. I'll bet half the electrical problems in Rovers are loose/corroded/bad grounds.
Check alternator and also have the 150 amp mega fuse for the alternator checked. The fuse caused my new alternator not be able to charge the battery. It was reading under 9 volts. It is the big fuse in the fuse panel under the hood. I found a a new fuse for it at O'Reilly's auto parts store.
Effect:
Maintains current gear in low range, limp
home mode in range. Shift pressure to
maximum, harsh gear shifts/engagement.
