After I did an engine overhaul on my 2002 Disco the steering pump started to squeal. Replaced pump and it still squealed. Tried bleeding any air both with the reservoir cap off and with the bleed screw on the power steering box. Squeal persists. It has new fluid and I am not losing any fluid. Advice? Thoughts?

Is it a belt squealing sound? The belt can get contaminated with oil/PS fluid/etc and cause various squealing conditions. Try the water spray test.
Sorry it is more of a "whine". I did not replace the hoses although I did buy them. I guess my thought process has been that I am not losing fluid so the hoses must be good. Is there a flaw in my thinking? The fluid was replaced with the new pump.

Sometimes new hoses bring new noises although they are kind of squeaky. But this is not your case. You didn't change them. What about belt as suggested by Squirt?
Is the fluid foaming/aerated in the ps reservoir? If so the suction side of the system may be pulling air in somewhere.
