Does the entire windshield have to be removed to replace the top finisher (seal)? If so, what sort of price would a job like that be?

Well I got a quote for 240 for a new windshield at safelite. Nobody around here wants to reseal the bitch.
I have that problem on my DI , I get water in all over the inside edge of the liner coming from the upper rubber seal , I try black sealer but not working so well , Im going to try black tar tape we use at work to seal cell phone antenna on the towers see if that works plus silicone on the edge.
