04 Discovery, 73k miles. Started yesterday and it changes with RPM. Sounds like it is coming from the front of the engine, somewhere in the accessory drive belt. Any ideas?

Worn idler pulley bearing? There are two... one 80mm and one 70mm.
I recently had the 80mm bearing sieze up and fry on the road. Replace both (or you could press the bearings out and get new ones).

Do idler and tensioner pulleys typically get noisy like this when they are failing? That'd be good. I've wondered how I would know when it's time to change them.

Yes, specially when cold. They will squeal like a filthy pig. IMO these things go quickly on discos, comparing to my other vehicles.
