Sounds like a sender to me. If you have a poor ground to your instrument panel, the gauge can float higher, but I can't see it pegging then dropping to nothing and staying there from a ground.

Crutchfield is your friend. They will have both the appropriate harness and the frame kit if one is required. Depending on what you have in there, you could be in for some other issues though.
