had the same problem, ended up finding one in a pull-a-part for like 3 bucks, try unbolting the seatbelt so that you can pull the seat up, then reinstall it. The seat belt locks up if its not at the perfect angle.
make sure you have a good battery connection, same thing happened to me and i just put caps over the terminals of my battery so the cables fit nice and snug and it went away for me. Test the battery also.
