98 Disco 1 cruise won't work, main cruise light comes on, changed out the ecu, still nothing happening, new vacuum hoses replaced, any ideas?

removed fuse cover and release stuck flap, works great, thanks Gunner!

98 Disco drivers side heater control won't turn, nothing in workshop manual, how do i fix it, seems like the flap is jammed when i turn control i can hear the flap turn, wtf!
