The motor has built in thermal breakers that open when the window reaches full range. If the motor continues to run, replace it before it wads up your regulator.

For poopie and giggles, shoot a small amount of starting fluid into the throttle body while holding the blade open. If the truck tries to start, your problem is fuel related. If it dosen't try to start, well, you know.

I keep a brand new 5/8 and 16mm shallow 1/2 drive wobble snap on socket in reserve that I use only for the devil bolt. When they show any looseness on the head bolt, they get swapped for new ones.

I would approach it as two separate issues. A smoke test will reveal the evap leak. If you have access to a graphing scan tool, you can map the crank sensor to verify any inconsistencies.
