This sounds like it is a spark issue as long as you know the compression is good in both cylinders. Just wanted to double check to be sure it wasnt fuel related.

Sounds like possibly the stator. You will have to do a few tests on it with a service manual. If the other technician said that they had already replaced the coil and it has gone bad again then it points to the stator.
