At this point I'm trying to educate myself. But why do some tires have a letter load range ie: C D E. And some just a number 109 110 etc...?

I did a tune up today. Changed the plugs, cap, rotor, wires.
I got the firing sequence right. But it will not fire up. I smell the unburnt fuel.

The only thing that threw me off is the placement of the rotor it seems like the is a bit of play on it. Is this correct...
UPDATE: I'll throw in the spare wheel and tire for that price. It in almost brand new condition
