The distributor was not removed. I did pull on the rotor to get it off. Let's say the spring is damaged what's the best way to trouble shoot it?

I did a tune up today. Changed the plugs, cap, rotor, wires. I got the firing sequence right. But it will not fire up. I smell the unburnt fuel. oh there is spark The only thing that threw me off is the placement of the rotor it seems like the is a bit of play on it. Is this correct...
