I have a 89 110 3.5 which had the same issue. I may have the answer you seek. This is knowledge gained from my truck with the same issue and same things tried.

Go to Nappa, Advance, Discount what ever you have where you live and get a Thrmostat for an 89 Rangie. There are two be sure to get the lowest opening temp one as the other is always hot.

Install.

If you have the Edlebrock intake and carb be sure to check your hoses feeding the heater. If these are not correct you will always run hot.

The bottom line is these engines are famious for holding air bubles and not allowing the system to flow correctly. If you need assiatnce drop me an email or better yet call and I will share all that I learned. It took a call to an old buddy who worked on these engines way back in the 60s (In Boats) to find the answer. What a pain but now I run cool even in the Florida Summer Heat. I also have the following parts new
water pump
thermostat
hoses
Radiator
Fan Clutch
head gaskets
valley pan gasket and so on.

Give me a call if burbing the hell out of the system does not work, and I will give more details. If you miss me leave a message and I will call back ASAP. Good Luck
