Well, it is really a II and not a IIa.... look at the dash, notice that the vents open with a knob instead of a lever, and the horn button is on a stalk. I've always liked that about the original II... A lot argue that the II was better-built than the IIa... it looks to be mostly complete. Nice trop top, elephant-hide-vinyl seats, banjo steering wheel. Transmission has been replaced... I'd ask about the rear-main seal... those were problematic on the II, was something they changed as they migrated to the IIa. Aside from what you have mentioned, it is in need of rear springs, too.
If it really is rust "free" (it shows surface rust, but the outriggers do look solid, which are usually one of the first parts to let go), it's actually remarkable to be original, to not have been partially "restored" at some point.
These things don't have a blue-book value, it's pretty much whatever it goes for, but, since it needs some work to get it drivable, I'd expect it to go for $~5k to $6k, likely less, but maybe more if someone really is particularly wanting a II station wagon.... but the price could be all over the place... it wouldn't surprise me if it went for only $2k, but, it could go for $8k..... $2k would be quite a bargin, I think, over $9k would start being silly....
But that's just one opinion......
