A/C cooling fans

I have a 96 Disco that the electric cooling fans have decided to stop working, the compressor is still functioning and when I apply power to fans directly they work. Is there a module or something that controls fan operation some where, or am I on a quest in the wiring harness.

From your post it looks like the fans do not run when A/C is on.
When the iginition is on, power is applied to the Condenser Fan relay; when you put the fan switch in any position other than off, the condenser relay energises and applies power to the motors. Check fuse F3, then relay K109 (condenser relay), its behind the right hand side of the facia.

where exactly is the relay located at and what color is the relay box and the wires that lead to it
