Just turned 16 and 97 disovery, Help

I have done a search on the differential and it stated that it is common for these to get frozen up if not used. I just went up under it and the high low shifter works well. I just cant get the differential to lock in. Also the low gear is not solid, it seems to surge when I accelerate. Is this a common problem. Thanks in advance, Travis
