Hood release wont unlatch

The hood (bonnet) release does not unlatch the hood. there is slack in the cable. when I pull the release i feel no tension at all. I tried to push open the latch but it still wont go. I am assuming the latch is somehow jammed. Any ideas on how to get it open? I can probably fix the release once its open. You have two ways to open the hood. One is to carefuly pull the cable with pliers from inside or the better way is to have the dealer do it and replace the cable. The cable most likely is streched.
