Is there a chance the fluid is frozen?

If its a Disco II, the headlight washers only work every 2 or 3 times you do the windshield (along with the lights having to be on) - this got me a couple weeks ago!

Yea, headlights have to be on for washers to work.

In the Disco II they work every 3rd was of the windscreen if the lights are on.

Ive also discovered that they dont work if the washer bottle is less than a third full

To troubleshoot, I would start with checking for enouph fluid in the tank then wash them as normal and them get out and look for fluid aroung the area on the ground and truck. Maybe just the hose or clamps are broken.
Second, as youwash them, listen for the pump to engage. Maybe it is bad.
Third, I would look at the nozles to see if you can tell any visable problems with them.
Fourth, check for electrical to the pump.

And as Carter said check the check valves. I had 3 gummed up check valves on my '99 D2.
