I have two hellas wired up by the dealership. They are wired to only come on when the brights are on, but I was wondering how to change that so that they come on anytime I push the button.

The dealer obviously wired the Hella light relay to the hi-beam control (opposite to what they do with the fog lamps). You would need to find the relays for both the head lamps and the driving lights. If this is a D1, they are probebly located under the driver's seat or inside the kick pannel which is to the left of the brake peddal.
Once you find the relay for the driving lights, figure out which are the control wires and which are the power wires to the lights. A volt meter might help to trace things out.
Once you figure out which is posivive side control wire, simply re-wire that line to an auxiliary 12V source and put your own switch in line. I would suggest also adding an inline fuse with the new switch to keep things safe.
You can also get factory fog lamp switchs to pop in one of the spare slots on the dash to make the job look good. You can get the switchs from Atlantic-British or anywhere else that sells genuine rover parts.

I don't know how it is in where you live but in MAryland it is illegal to have aux light on with the brights

Check legality before you go changing anything. That's the quickest way to fail inspection.

Will - I originally installed my Hellas on my Jeep to work on their own switch, independent of brights. Then I went through the trouble of rewiring them so that they were dependent on the brights. I installed them on the Rover to work only with the brights, too. That way, whenever you flash or switch the brights on, the hellas come on too. Saves a step (hitting the hella switch). When are you ever going to want your bright headlights on but not your Hellas, and vice versa? The brighter the better.

didnt think about the inspection that is true. I have the in dash switch though, the way it works is I turn on my brights and then push the aux switch and the lights come on. but I guess if I am going to fail inspection, I am out of luck anyways. Oh well. Thanks for the help.

Will, don't give up, just ask before you change something. Also, the dealership probably wired them the legal way, so there is a good chance you can't change them.

Did the dealer wire the lights through the factory harness. To check (on a D1) pull the switch plate out (no screws or anything). I beleive that all D1's came with a factory harness for fog/driving lamps.

I just 'went' around the factory harness and essentially 're-wired' around the factory system. I was able to get connectors to fit the male plugs in the back of the switch.

Now, my fogs lamps are wired so that they can operate with driving,low or high beams.

Wiring diagrams for auxilliary lamps are easy to find. If you want you can probably leave the factory wiring harness in place. When you have to pass an inspection, pull the switch plate, re-connect the factory harness and pass.

Then after, you can re-connect so that you can use them when you want.

In the fog, (my hellas have amber lens) I like to be able to turn off the head lamps and prevent that 'blinding' white cloud in front of me.

It may not be legal where you are, but for me it has worked.
