My power steering is making a whining noise on low speed turns. Is it my hydraulic pump again? I just replaced it (less than 5000 miles ago). Will low fluids create the same problem?

Yes, low fluid can cause noise in the pump. Are you leaking ps fluid? You might want to replace all of the clips with hose clamps and make sure they're tight.

After you replaced the pump, did you purge the steering box? It's easy, just open the bleeder valve on the top of the steering box until ATF runs out (engine running, of course).

Sounds like low fluids to me, low fluids will create the same problem.
