what is the backspacing of the 7"-16 disco I steel rim ? (is it the same +33mm like the 3-spoke vogue alloy rim ?)

Yep...it has a 33mm inset, that means that the 7" rim has 4.8" towards the inside and 2.2" towards the outside.
