Typically, the ABS would come on whenever the vehicle speed exceeds the wheel speed, while brakes are applied (the module would consider this a wheel-lockup) and would start to pulse the brakes.
Are you saying that the ABS would come on regardless of the wheel-speed / vehicle speed difference, based solely on the number of times you pump the brake pedal?
The hydraulic ABS pump and accumulator stores the energy for 20-30 brake applications, and for me, it comes every time for about second a little after each application of the brake. Check out the articles at rangerovers.net.
