Had the same issue way back when I had a 95 RRC. A friend of mine that worked at Land Rover N.A. come over to my house on a Sunday to help Diagnose it.
Clean the inline resistor at the coil. You may have to dig for it in the harness.

My customer just sold a 03 with 90k for $9k It needed a new cat.
They do cost a lot to fix, as stated by DukTruk.

Yes, That is a pain in the ass. If only the seller of the brakes let us know when we buy them. BTW, we have hear that you may need to trim the metal to make them fit!

Ever time I install brakes on series in my shop I need...
Yes, You will need to cut off the top ear of the shoe where it goes into the wheel cyl.
I also have installed the PL shoe's and found the metal of the brake is too long, I had to cut off about 4 to 5 mm to make them fit.
my friend is doing the same thing this weekend.
