You are low on coolant.

Plugged heater core, replace. That'll teach you to use headgasket in a bottle
Duct servo, replace
Climate controller, replace
My heat is very sporadic and only "works" when I am driving.

The sporadic nature of what you describe suggests and air pocket requiring a better bleeding of the system.
I would also toss in a new thermostat since it is a fairly easy thing to do and inexpensive (<$15).
It was low coolant. Also a slight leak at the screw directly above the radiator cap.
What if it's doing that but the coolant level is good? Air pocket maybe?
Look to bleed fully, but if that doesnt work with full coolant, could well be blocked heater matrix. Happened to me last year and it would not clean from the firewall side, so had to have dash pulled to get to matrix and have it replaced...then nice heat again. Thats an all day job.

Not on a disco 2 its not that easy or cheap
