It means, stereotypically, troops are dicks. I'd have to agree. I've met many, younger, troops with a head so big they had to enter the building through the garage door. More so in the Marines. You know you're a badass when you're a PFC in the Marines.

Its not that they are dicks, its the shit thats been drilled into their heads from the start. And being a Marine and working with Marines pretty much daily, I can't say that they are dicks. Down to earth guys who do great things. Younger troops do tend to be immature and on some levels do not simply have life experience outside of the military, be it Marine Corps, Army, etc. And Dan, some amazing things have been done by PFCs in the Marine Corps and other services.
