1995 RRC window not working

Hey...
I'm trying to help a friend troubleshoot his driver's side window not working. The other 3 work fine.
I've asked him to swap the switches to rule out a bad switch. If I'm reading the ETM correctly, there is not a fuse specific to just the driver's window. He sent me a pic of his fuse panel and it looks like Satellite box 2 is not in the correct order. Could a low amp fuse cause only one window not to work? Any simple way to test the window lift ecu?
I'll be able to get my hands on the Rover next week but he is on vacation with his family in Cape Cod & would like to get it sorted out asap.

Dont know if it helps, but the only times I've ever had a window fail it was the motor.

Three times over 14 years; 2 different RRC's, always the driver's window.

I'm hoping to rule somethings out before he gets up here to Maine. I spoke with him and he stated that it sounds like the motor is trying to work.
Can anyone confirm that the fuses in Satellite 2 are in the wrong order? I know this is not the cause of this problem but they appear to be in reverse order to me.

That sorta reminds me of something one of mine did...but I cant remember exactly('04 or '05?)
I think the motor had gotten loose in the door or something....that one got slower and slower and made some clunking noises.

easiest thing to do is pull the door panel off and see what is going on... maybe a jacked regulator if you hear the motor struggling. plus this access lets you check voltage / continuity from switch to motor.

**edit** refresh my memory... I have avoided the 95's due to the white whale, unicorn nature of everything on a ONE model year vehicle...

Is the window ecu under the center console or up under the dash on the '95?

When he gets up here next week, I'll be able to dive deeper into the door. I was just hoping there may be a couple of things he could check before hand.

Regarding ecu location... no idea. I've read under the cubby or being the glove box. Anything after '88 is somewhat of a mystery especially the 'white whale'.
