2003 locking CDL?

In fact my 2003 disco have this Stickler Shows that CDL is Available (as the attachment shows!!!) but the shifter dosen't go to the left?? I tested the mode button to Activate CDL? After the S sign appeared it's Seems that CDL is working!! but im not Sure yet!!!!.
I Also heard from the dealer that it's Optional on 2003 discos to have CDL not all of them missing the CDL.
Can anyone confirm this Idea??

My 2003 Rest Off World spec TD5 D2 also has the difflock sticker showing its fitted , but it never had the difflock factoy fitted . So yes cock up by LR Roy .

I have also heard that some 2003's had the sticker but not the capability. Kind of like a Honda with a spoiler.

There were no 2003 NAS DII's fitted with CDL. I recall my LR Dealer had been delivered a number of DII's with the wrong "CDL" placard and they had to take a heat gun to each and replace with the correct one. His must have slipped through pre-delivery inspection.

You can add a CDL to any DII, costs about $350ish for the part of the transfer case with the locking nipple.
