I removed the drivers side jump seat from my '02. Pretty simple. Remove the plastic cover and remove the nuts attaching the seat frame to the mounting bracket. Remove the seat. Now you are left with four studs sticking out of the mounting bracket. I put two nuts on the studs and locked them together. Make sure you heat up the studs before trying to back them out because they have loc-tite on them from the factory. I then took the bracket from the seat and traced the hole pattern onto a flat piece of steel just large enough to cover the hole in the panel and painted it black. I drilled it out and took the studs to ACE to find some matching bolts. I then installed the plate using the bolts. I now have a solid mounting surface for my powertank bracket or whatever you want to mount there. You could also paint it to match your interior. I'll try to post some pics this weekend if I get a chance.
