7100 rebuild

So, I've nearly completed repairing and revalving a set of 7100. All about the job is pretty straight forward, I just followed the directions that are out there. My question is; is there a sequence to filling the oil and replacing the piston? As in, should I replace some the oil before inserting the piston? Or piston first? You see where I'm going with this...

Well, I've began to refill these shocks now and that seems to be pretty simple to achieve the correct volume. However, when compressing by hand they are really easy to compress and really difficult to travel out. Is this correct? Is it because they're not charged up yet? Or, have I F'd up and installed the valve stacks incorrectly. They arrived in stacks already w/ paper in between that said this side towards nut and that's the way they got put on; all four of the stacks are oriented in the same direction. So, if it's F'd on one; it's F'd on all four.

Let me add that these are the first N charged shocks I've ever owned. So, if it's a gas things, Please forgive my ignorance.
