Unless there's really no rust underneath, you may be better off finding a clean 95 in CA or AZ, and driving it back to VA.

I can tell you that there are really not that many classics out there right now with lower miles like this one.
Buying one in CA or AZ sounds cool except for the logistics of inspecting the truck and getting back are a pain in the ass.
I think this on in Fburg looks really nice. I say go for it.

truck looks clean, just check rust all over including inside the rear wheel wells, see if that steering leak is actually the steering box which i bet it is the seal always fails, i just put a new box in mine.

I know the seller and the truck. Truck's miles and condition are likely about as good as you are going to get (esp for the price); regardless of which state it came from. Seller is good people-likely busy so may take some time to respond. PM me if you want some more background, she's part of the tribe.
It was a good deal, unfortunately it sold before I had a chance to take a look at it. The search goes on...
