97 that revs in part and neutral

I have a 97 disco that revs in park and in neutral. I took out the idle control sensor and cleaned it but this did not stop the problem. Once in gear it still idles a little high but when it is in park it revs to about 2K rpm. Any suggestions. This same problem happened last year and I took it in and they simply reset it and this fixed the problem for about 6 months.

How would I check to see if I need a new idle control sensor as well.

Jeff,
You might want to make sure the throttle plate isn't carboned up and sticking open.
