Bought a 98 D1 as a project(220K miles) clear coat is gone on most of it due to it being parked for the better part of 24 months. Mechanically, it's a good runner. What I cannot figure out is the blinker issue. I have zero blinker/hazard lights. The green indicator on the dash does NOT illuminate. I have checked every fuse, changed the hazard switch by the clock, changed the blinker stalk, and changed the hazard relay. I have power to the hazard switch, and stalk. I'm not sure what direction I need to go next? Any ideas?

Congrats on the Rover!
After checking the turn signal fuses you may have to inspect the light bulbs and wires for breakage or corrosion. Hopefully a little mouse did not chew on anything that will be hard to track down.

all fuses are good to go, the only thing I haven’t done is check every inch of the harness

My thought would be to break out a wiring diagram and begin continuity testing the harnesses. Sounds like there's a break somewhere.

likely a corrosion issue in the IDM. I guess i'd start by doing a quick check for power at the switch and turn stalk. Then move on to replacing the fuse block under the dash where the IDM is.
