Another can't shift into low thread

So, I have removed the console and the cdl shifter, greased it up and got it working smoothly left to right, right to left ,up and down before re-installing it.

While I was in there, I removed the lock-out solenoid.

When I bought the truck a couple of months ago, the cdl shifter would not move at all. It will now lock the the diff, but I still can't get into low.

I think I have taken care of the two biggest culprits, so what is the third biggest culprit?

Plastic collar that goes around the ball and into the round hole in the CDL actuator broke?
Does it move fore/aft at all?

Right now it does not budge fore/aft. It goes left to right just fine. When I had the assembly out of the truck, it moved well in all directions. I had it moving smoothly and packed in plenty of grease.

I took out the lock out solenoid only because I never wanted to have to go back in.

I have tried the rolling in neutral approach plenty as well.
