Ok so i am going to drain and refill my axle fluid on my 2000 DII, and i was wondering the procedure in the sake of how much to fill it what is a recommended weight fluid, and what brand, also anything else that can help.

You're talking about diff lubrication right?
1. Make sure that you can open the fill access before draining.
2. Drain the old stuff
3. Replace the drain plug and refill. You will know its full when lube flows from the filler access.
If the spec on your DII is the same as my D1, you can use 75/90 gear lube. I prefer Amsoil.
