Blinker/hazard/horn electrical issue

I get in yesterday for a short trip to the store and back. On the way back the left blinker lights are on (not blinking) and stay on when I kill the truck.

So I start pulling fuses under the dash and the lights stay on, all fuses are good. So I move to the fuses under the hood and pull the hazard/horn fuse. This turns the lights off. I check everything else and all blinkers are working. Obviously hazards and horn don't work.

What could be going on? I guess a short somewhere??

Or the rotary coupler. I had the same problem on my 98 DI when the steering box gave out. Oh trust me you better hope you are in a drive through when that happens. There are many here on this page that will be able to help you get the part.
