brake question

so my friends wife has an lr3 and the other day he told me a brake job was $1100 dollars. Rotor and pads are made soft to wear at the same rate is this true. Sounds fucking crazy to me. I might have the facts jumbled a little but dealer said they must do rotor and pads at the same time every time.
