Do I need to order these special, or should my local locksmith have them? I want the blank with the plastic trim. For a '94 if it matters.

I think special order is the way to go, ebay maybe or one of the guys here could get them.
Most locksmiths I've talked to don't have them.
They might have a key that would fit then length, but I've heard of some of those not fitting at the shoulder and unable to be pushed into the ignition for removal.

Ace hardware down the street from me had a ton of metal blanks for rover. Didn't see any plastic handles ones.

If there's something available over here that you need and cannot get shipped, give me a shout and I'll get it collected and shipped over.

We are coming over to CA in February, will have Business Class luggage weight allowances so could bring some bits over then and post USPS/Fedex when we get there.

One trip we brought a fender and two rear leaf springs over, that was funny going through the luggage check-in!

the plain metal blanks might be found locally. VERY unlikely they will have the plastic handled version. Ebay for those.

FWIW the all metal keys are Ilco #RV4-X239 and the plastic-handled keys are RV4-P

I ordered some eBay blanks weeks ago, and I still don't have them. The local mobile locksmith was amazed when he looked in his truck and actually had two compatible blanks. I took them. They don't have plastic handles, but they turn my car on and work in (most of) the lock barrels.
