Does the dealer fix 04 recall issues before they sell the truck

Yup

Any Land Rover certified has gone threw the recalls. One way to find out is to call a LR dealer with the last 8 numbers of the VIN and ask them to check if there are any open recalls on it. They will tell you if there are and what they are.

when i got a belt replaced under warranty, they verified that all recalls were taken care of. if a dealer is selling the 04 discovery, than i'd guess it would be a big liability for them to sell one without doing all the recall work.

When I bought my 03 last year they had not corrected all the recall work. However they did when I brought it in for the next service. They placed a metalic sticker under the bonnet near the radiator indicating which recall work had been performed.

A new vehicles in the dealers stock must have, by law, all safety recalls performed prior to it being sold.

In theory they must be done, but it doesn't alway happen. Many times recalls are released and no parts are available or a truck just falls thru the cracks.
Call your service dept and make sure if you are concerned, don't guess.

If they are not done (very rare would only occur with something too new to certify that never went through service) you can ask and they will do them.

I never recall any of them making it out of mainline with anything open recall or service action, you can ask and they can printout the DCS form which will show any open recalls etc. I know alyssa usually gives one out with the car as it has radio code, key code etc.
