My 2 cents.. Do BOTH heads, at least the gaskets and bolts.. Also as others have said Check if flat!!
The looser bolts are concerning, are the other head bolts tight and right?!? Plus gaskets kits comes with both and head bolts come as a set.. Very little cost increase, huge benefits! And PITA to do it twice..
To just plane the heads is normally pretty cheap ~100-200$. Both heads cost me 600$ to totally rebuild and grind valves but I'm sure that cost has went up since I did mine.
I think I got my head bolts and gasket kit from Atlantic British FYI. ~5000 miles and still sealed.
