Fascia Fuse Panel removal (D1/95-RRC)

Any tips on removing the facia fuse panel below the steering wheel?

It looks like it has quick-release tabs along the perimeter, but I cannot get them to release and fear breaking the 21 year old plastic.

I use a dime to turn the catches. There are two.

This assumes that you're talking about the panel directly below the steering column.

Correct, dropping the "facia panel" is no problem. But I actually want to pull the fuse panel behind the facia panel, so I can add wiring from behind. Is this simple/easy to do? I'd rather not use fuse taps...
