I got a new fuel pump relay and installed it. My 2000 DII is running again. Thanks to all that gave advice. The dealer tech said that fuel rail pressure was at 35 psi, but needed to be around 60psi.
Does anybody know the correct value for a good pump? My shop manual is on the way, sorry.

50psi at the engine all the time. 60psi could be at the pump before the pressure regulator. I don't believe you can test that. You can test the pressure at the engine shrader valve if needed.
