I noticed that the plastics, hoses and egine is coated with this stcky goo that can be scraped off. Some areas it is dry and flakes but most scrapes off like glue. Any guesses

How long have you owned the truck and have you had it detailed? A lot of dealerships and detail shops hose down the engine compartment with something like armor all or tire bright etc.

Yikes! I beg to differ on the steam cleaning under the hood. Usually creates more problems that it fixes, Gaskets and electrics weren't designed for that.

As for the goo, probably cosmoline, factory applied, sometimes liberally, to retard corrosion. It's a bitch to get off, do a search on cosmoline and see what comes up, as how to remove it.

Sounds like what I had when I over filled my powersteering system w/ Lucas Stop Leak. It very nicely spit the extra out of the little hole in the cap. The hole was pointing towards the front of the vehicle so everything in front of the air intake was coated with it. Picks up a lot of dirt and takes quite a while to clean it completely off.
