Hard powersteering

I've been having issues with my powersteering on my 98 D1. In slow maneuvers such as parking, it seems like I have no powersteering. I have to tug at it. Does fine when I am moving at more than a fast walking pace.
The dealer says there is nothing wrong with it. There's two things wrong with that. One; the dealer is checking it on the rack which is slick and offers no resistance. And two; after having driven the same vehicle for over 100K miles, I know when something changes.
I even thought that when the steering was replaced that either the lines were mixed up or one is in a bind or obstructed some way.

Check the steering stabilizer. Sometimes these suckers get dinged from offroading or just go bad and seize. Remove the stabilizer and drive it around to see if that helps things. Usually power steering pumps make weird noises before or after they have gone bad. Other possibilities include CV, tie rod, etc. Check it out yourself, its a good way to get familiar with how the truck works. I have only had my 98 D1 for about a year now and have been amazed at how easy the truck is to work on.

Already checked the steering dampener. Never thought about the CV or tie-rod.
The powersteering does moan sometimes, like it's low on fluid. But, it's not.
What about a wheel bearing? I now that I have one on the front axle that is in need of service. It just started causing vibrations in the front that I thought to be shocks till I checked. Would that effect steering?

It must be something about autumn. Mine started to do same last month or so. However i do see what may be sippage of fluid on one of hooses. And also have sneaking suspicion about belt slipping sometime.. :( Gonna work on it sometime in next two weeks to figure it out. Till then i am just trying to use momentum to steer :)
