This is an insightful comment given that the same can be said of the police departments these Explorer groups are attached to.
As the department culture goes, so goes that of the Explorer groups.
To the extent that our modern police are increasingly militarized, jack-booted, aloof, defensive, militarily uniformed and rapidly approaching a bunker, us-vs.-them mentality towards the citizenry they are supposed to serve & protect, it is no wonder that the associated Explorer groups adopt a similar demeanor (and attitude).
