How do you remove D1 mud flaps?

The rear mud flaps on a D1 are sandwiched between 2 metal plates and secured with 3 pieces of hardware. How do you remove the hardware? On the one side there is a cylindrical nut, for lack of a better term. The head of the bolt that connects to that nut is flat, flush, and blank. Neither end of the hardware appears to have any feature to which to attach a tool. I tried turning the cylindrical nut with vice grips, but that just spins the entire assembly. What's the trick?

They were some type of rivot on mine. One side broke free and the whole thing was hanging at an angle.

I drilled out the rivot, pushed the rubber flap into the sandwich spot and secured it with a bolt....
