You got off easy for the moisture, I got a saftey ticket in maryland for bumper height, headlight aim, suspension/shocks, park lamps, side marker lamp, and fox/aux lamps . The book has way to many ammendments to make any since right now. Ive heard there comming out with a new one from some friends who have there inspectors licences.

Although Iowa is "first in the nation" (BFD), we DO NOT have to deal with any sort of inspection process...feel free to come check out the INCREDIBLE selection of absolute POS vehicles roaming the countryside. I should post up some pics of cars missing fenders/hoods/lights/glass that get driven here on a daily basis, I saw a Caddy yesterday with THREE "donut" spares cruising around

For headlight moisture. One you remove it and blow out the water or use a towel, Then drill one or two very small holes in the bottom to let air circulate and let the water drip out if it continues to leak. Use the tinest bit you have. We do this on cars at the lot all the time. It fixes them for good. Scott 97XD

I am happy we dont have the MOT type tests that the rest of the world does. Its expensive enough to keep these Rovers working, let along in FLAWLESS condition to be allowed to drive on the road. I would as soon as rather scrap it then to keep up with the 'safety maintenance' that some countries require. I guess its all good intentions, but I have seat belts for a reason.


Shhh!! Dont give our government a reason to do a MOT test.

Sorry to bump such an old thread, but I'm having the exact same situation as the OP.

My rear left brake light is out, and I have the Jump Seats installed in my 98 Disco I.

Anybody have any tips on how to replace this bulb? I can barely get my hand up into in the access panel, and can reach what I think is the bulb with my thumb and forefinger. I just can't torque it enough, and I can't seem to get any type of wrench up in there.

I'm assuming the top bulb comes out when rotated counter clockwise, like the others below it do...

I did it a while ago, there are 2 bolts holding the lights assemble onto the body, unbolt them and pop the lights assemble out of the body to change the bulb. reverse to put things back. Just hope those 2 bolts are not too tight, as you can barely move it by your fingers.

You gotta take the jump seat out... If you have a small hand you MIGHT be able to contort your hand enough to get to the bulb, but it's not worth it for all the cuts and scratches.

this thread could really open a can of worms if the wrong ass wipe politician started reading it. We could all get priced right out of our rovers over night if they start doing this type of inspection on older vehicles. I understand checking tires, lighting, brakes, and general serviceability of the vehicle, but when they start picking at condensation inside of a lens, or RUST (as PA does currently) or fluid leaks, then we will all be forced to buy a new pile of japcrap econobox every 3 years to keep up with inspections.

Just loosen the two #3 bolts an get the bracket out of the way to pop the lights assemble out to change the bulb, no need to force you big hand with bulb in that tight space.
Much easier that take the seat out for changing the bulb.

Last time inspection rolled around for me I needed a new windshield. Had a crack done the middle about 6 inches long and would they would not pass it. Called around for a new windshield and when the guy came out to replace it I ended up knowing him. So instead he did my inspection and emission for 100 cash. Talk about a money saving day
