Kickdown cable question

Got a question maybe someone can help me with. Ive got a 3.9 in my Rover with a Offy manifold and Holley truck avenger (470cfm) carb. Im running the RPI kickdown cable kit. My question is that the truck doesnt seem to downshift right when flooring it. For example, when driving over 55mph and stomping on the gas the truck wont downshift into 3rd. Anything under 55mph and it downshifts fine. It isnt the trans as it did this before on my old trans before I blew the 1st gear clutch pack out. Ive tried playing with the kickdown cable but it seems to make the upshifts either too quick or too short. Not sure what to do about it or how the kickdown cable works exactly. Thanks Gordo

there is a little resistance near the end. Under full throttle, it should be pulled just past that resistance. That is how it knows you are at full throttle and it needs to downshift.
