LR4 Under Carriage

I’m looking at buying an LR4 to replace my ‘98 Discovery. I noticed something on the under carrot that I haven’t seen before.

Can anyone tell me what I have circled in the attached pic is and what that white hook is?

Looks like what’s left of some shitty side step maybe. Looks like it’s being held up by a tie down strap.

Those are crush cans. My understanding is that on 2014-1016 that the vehicle always as running boards and these are put in place to achieve better side impact ratings.

The white hook? It does look like a tie down, it was not on my '16. LOL.
