Mount bumper cover

Probably the dumbest question but it must be so obvious that I can’t figure it out. How does the front bumper cover mount onto a D1? I have a new one and there are only these unthreaded holes on rear that push through steel bumper.

Are there threaded bolts that should fit in these holes to fit to nut behind bumper?

What am I missing?

The plinth is attached to the bumper with combination bolt/screws.

The 'wood' side screws into female fitting on the back of the plinth. The bolt side goes through the bumper and is held on with washers and nuts (use nylocks to be sure they stay).

Thanks I was thinking something similar but kept thinking Land Rover wouldn’t do something so chincy.

Appreciate the help.
